Apply -not_before/-not_after by re-signing with Go crypto/x509 (OpenSSL >= 3.4 only) and give the no-basicConstraints root a subjectKeyIdentifier so 'openssl ca' authorityKeyIdentifier=keyid:always works on 3.0. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Fixes CI 'unit' failures on OpenSSL 3.0: dates applied via Go x509 re-sign, SKI added to the no-basicConstraints fixture. Tests only; scripts unchanged. Verified locally (3.5) and in golang:1.25-bookworm (OpenSSL 3.0.20).
